The Governor in Council appoints three people to hold office as members of the Local Government Remuneration and Discipline Tribunal. One of the three members is the chairperson. The chairperson and members qualify for appointment as a member if they have extensive knowledge of, and experience in, one or more of the following:

  • local government
  • public administration
  • law
  • public finance
  • investigations
  • public sector ethics
  • industrial relations
  • community affairs
  • other knowledge and experience the governor in council considers appropriate.

The chairperson or member stops being a member if the person:

  • resigns
  • completes a term of office but is not reappointed
  • is removed by the governor in council for misbehaviour or physical or mental capacity reasons
  • is not qualified to be a member under section 184 (3) of the Local Government Act 2009.

Mr Adrian Bloomfield

Chair - Deputy President Adrian Bloomfield

Adrian Bloomfield is a Deputy President of the Queensland Industrial Relations Commission. In this role he has had extensive exposure to many local government issues over more than a decade and a half.

Deputy President Bloomfield has an accountancy background having held chartered accountancy positions in Australia and New Zealand. Prior to his joining the Queensland Industrial Relations Commission in 1993, Deputy President Bloomfield was the Director, Queensland Branch of Metal Trades Industry Association of Australia (now Australian Industry Group).

On 10 June 2010, Deputy President Bloomfield was appointed by the Governor in Council as chairperson to the Queensland Local Government Remuneration and Discipline Tribunal for a term of four years. Deputy President Bloomfield previously held the position of chairperson to the former Local Government Remuneration Tribunal since its creation in 2007.



Mr Bob Longland

Member - Mr Bob Longland

After a 19 year career in combat support roles with the RAAF throughout Australia and the USA and leaving with the rank of Wing Commander, Bob Longland joined the Australian Electoral Commission and headed their Queensland office for over 10 years. In 2002, he was appointed as Queensland's Electoral Commissioner. His electoral career encompassed many federal, state, local government and industrial elections and boundary redistributions as well as a number of overseas assignments to Canada and the USA, South Africa, Thailand, New Zealand and the Solomon Islands. He also served as chair of the Electoral Council of Australia.

In 2007 he chaired the Local Government Reform Commission and in 2009 was a member of the Premier's Roundtable on Integrity and Accountability in Government. Prior to his appointment to the tribunal he conducted a number of local government code of conduct reviews for the Brisbane City Council and other South East Queensland councils.

Bob is active in community affairs with particular interests in aged care as a Director of Southern Cross Care (Qld) Inc and the allied health professions as a Member of the Queensland Board of the Physiotherapists Board of Australia.



Ms Margaret McLennan

Member - Ms Margaret McLennan

Ms McLennan currently serves as Sessional Member of the Queensland Civil and Administrative Tribunal ("QCAT") appointed 1 December 2009.

On 1 January 2009 Ms McLennan was appointed Senior Member of the Panel of Misconduct Tribunal Members, a tribunal which hears and determines charges of a disciplinary nature of official misconduct made against a member of the police service.

Ms McLennan served as a Member of the Misconduct Tribunal Panel from 2004 for four years. The jurisdiction of this tribunal now forms part of QCAT. Ms McLennan also held the position of a Legal Member in the Social Security Appeals Tribunal (Cth) from 1995 – 2002.

With extensive tribunal experience, Ms McLennan brings timely and unbiased problem solving and decision making to the Tribunal.

From 2006 to 2009 Ms McLennan was Convenor, South East Queensland Local Government Conduct Review Panel, a position which provided insight into local government issues.

Post admission as a barrister of the Queensland Supreme Court, Ms McLennan went on to Commonwealth agency employment experience in taxation and administrative law merits review. Committee positions she has held include Vice-President, Welfare Rights Advocacy Centre; Committee Member, Australian Institute of Administrative Law - Queensland Chapter and President of Women Lawyers Association of Queensland.
