Qplan is the name of Queensland's planning, development and building system. The system is shifting the focus to sustainable outcomes, rather than process, to deliver more sustainable communities across Queensland.

Qplan integrates the significant changes that have been occurring in Queensland's planning system over the past three years and is creating a comprehensive package of planning tools that will continue to roll out over the next few years. These changes include the introduction of new legislation and new and improved tools, including electronic planning to streamline processes and focus on better planning outcomes and improved service delivery.

Over the past two and a half years, a number of significant changes have already occurred that have improved the state's planning, development and building system. These include:

• development of new planning and development legislation
• the FNQ Regional Plan
• update of the SEQ Regional Plan
• Blueprint for the Bush regional plans in Western Queensland
• introducing priority infrastructure planning guidelines for Queensland councils.
• introducing the Queensland Planning Provisions
• changes to the Queensland Development Code to address the approval of duplexes
• assisting a number of local governments in preparing new planning schemes under the Sustainable Planning Act 2009 (SPA).

These achievements reflect the new way governments, industry and community are working together to effectively plan for Queensland's growth and prosperity.
