Development applications must be made using Smart eDA or the paper based forms. Forms must be completed in full. Incomplete forms, or forms without all necessary information and documentation, will result in an application that is not properly made.

Smart eDA can assist you in determining the forms that need to be completed for your application. This system also provides access to relevant maps which help determine if the application complies with state and regional plans.

All development applications can be prepared using Smart eDA. Several councils prioritise applications that are electronically lodged through Smart eDA.

Development applications are often prepared by builders or professional development companies on behalf of the owner. It is important to determine who will be nominated as the applicant and the contact person.

Details required for all applications

All applications must be accompanied by:
  • the relevant application fee
  • all mandatory supporting information for the application - this will be specified in the relevant form
  • the owner’s consent if it is required under the Sustainable Planning Act 2009
  • evidence of resource entitlement if the development includes a state resource and where this is required by the Sustainable Planning Act 2009.
