The Major Projects Office (MPO) works within the provisions of the Sustainable Planning Act 2009 to facilitate and coordinate planning and approval processes across government, while providing consistency across all the parties.

What the MPO will do:

  • provide a ‘one stop shop’ to guide major projects through the state’s role in the development approval process
  • improve the conduct of referral processes and timelines of major projects by better coordinating the state’s input to development proposals.

The MPO will not:

  • replace local government as the assessment manager of major projects
  • work on projects within the remit of the Coordinator-General or the Urban Land Development Authority.

What is a major project?

A project or a program of projects with State referral requirements that:

  1. Is in accordance with the strategic intent of a regional plan or a planning scheme OR is in accordance with an established development sequence;
  2. Involves a range of complex considerations that necessitate coordinated facilitation; and
  3. Exhibits one or more of the following key characteristics:
    • has the capacity to generate significant economic, social and/or environmental benefit for a city, region and/or the State
    • is a retail, commercial or mixed-use development with a value of at least $30 million, an industrial development with a value of at least $20 million or a residential development with a value of at least $50 million in South East Queensland and at least $10 million elsewhere*
    • has a substantial and demonstrated commitment, financial or otherwise, from a party that is dependent on the delivery of the development, or has a commitment from a provider of funding for the project and is ready to commence subject to planning approvals.

Nominated projects demonstrating more than one of the above characteristics will be given greater consideration for MPO facilitation.

The capacity to generate significant economic, social and/or environmental benefits will be highly valued, as will the capacity of proposals to contribute to strengthening regional economies.

Bearing in mind the critical importance of regional development, the MPO will exercise flexibility in assessing and considering regional projects for inclusion and facilitation.

Fulfilment of the above criteria does not automatically guarantee MPO facilitation, and projects will be assessed on their relative merits.

* Note: Residential development projects with a value of less that $10 million will be considered for facilitation by the Major Projects Office in exceptional circumstances

Review unsuccessful project nomination

In the event your nomination is unsuccessful, you can request a review of the process by writing to the Minister.
