The review of local government funding is a necessary response to the global economic recession and realigns state funding to provide for those local governments that have limited capacity to deliver priority infrastructure projects in their communities.

Many previous funding programs have reached completion, with the exception of the Natural Disaster Relief and Recovery Arrangements(NDRRA) program and the Show Societies Grant which continue. Importantly, $496.9 million in pre-approved funding is again being provided to local governments around the state in the 2009-10 financial year to meet the infrastructure needs that challenge our communities.

A new funding program, the Local Government Grants and Subsidies program, commenced in 2011-12 and will provide $45 million in funding to smaller local governments that have limited financial capacity to fund infrastructure development in their communities.

Our funding programs

The department administers the following funding programs for Queensland councils:

  • Natural Disaster Relief and Recovery Arrangements (NDRRA) - joint state and Australian government program providing financial assistance following natural disaster events
  • Local Government Grants and Subsidies program - this program will commence in 2011-12 and is targeted towards smaller councils with limited financial capacity to fund the costs of major infrastructure
  • Show Societies Grant - funding to recognised show societies in Queensland to conduct annual shows
  • Queensland fluoridation capital assistance program - recognises the additional costs faced by public potable water suppliers through the introduction of fluoride.
  • Programs for Indigenous Councils:
    • Environmental Health Worker (EHW) - Commencing 1 July 2011, administration of the Environmental Health Worker Program has been transitioned to Queensland Health which is now responsible for the funding administration of this program.     • Indigenous Economic Development Grant (IEDG) - a Queensland Government strategy to help alleviate the impact of Community Development Employment Projects (CDEP) reforms and to assist Indigenous Councils fill the potential service delivery gap arising from the withdrawal of CDEP
    • State Government Financial Aid (SGFA) - is provided to Aboriginal Shire Councils and Indigenous Regional Councils as a contribution towards the cost of delivering local government services
    • Revenue Replacement Program (RRP) - part of the state government's agreed harm reduction strategy, for those Indigenous Councils divesting or surrendering profitable general liquor licences
  • Queensland's 150th Legacy Infrastructure program (Q150) - no longer open for submissions, this program was a $100 million capital works funding program for communities throughout the state. Its aim was to create legacies to celebrate Queensland's 150th anniversary since separation as a colony from New South Wales.

Australian Government's Financial Assistance Grant

Commonwealth's Financial Assistance Grant is distributed annually to Queensland councils to help with a range of projects.
