A conflict of interest occurs when a matter before council requires a decision that could reasonably be seen as:

  • a conflict between a councillor’s private interest and the best interests of the community
  • a competing interest which has the potential to adversely affect the way a councillor performs an official duty or casts a vote.

A conflict of interest may be real or perceived.
